Poplar Hill Community Development Authority
In 1998, a group of local businessmen and women gathered in Farmville to discuss the possibility of constructing a world-class 18-hole golf course. Shortly after the project began, the Bolt family approached the group and indicated that they would be interested in selling Poplar Hill Farm and The Manor House. The land was ideally suited for the project because of its water features, topography as well as its location.

In 1999, Prince Edward County created the Poplar Hill Community Development for the sole purpose of owning, constructing and maintaining the golf course and other amenities. In February of 2000, with significant community support including both Longwood University and Hampden-Sydney College, the Authority executed Bond Anticipation Note financing to purchase and develop the property. 

Today, The Manor Resort Home Owners Association assesses its residents an annualized resort fee based on property assessments. This fee will go directly to the Poplar Hill Community Development Authority to help pay down the Bond Anticipation Notes, maintain the golf course and its luxury amenities. Together, The Manor Resort, Spa and Residential Estate will continue to be the world-class community it was meant to be.
